Manitoba Provincial Nominee Program (MPNP)
With a population of around 1.3 million according to the 2016 census, Manitoba is Canada’s fifth-most populous province in Canada. Due to it’s central location, richness in natural resources, cultural heritage and beautiful landscapes, Manitoba is often termed as the heart of Canada. Out of the 10 provinces of Canada, Manitoba ranks third in water coverage making fresh water as its principal resource. A strong and stable economy topped up with good health care, world class education, low cost and high quality standard of living makes Manitoba a worthy abode for immigrants.
To meet skilled, semi-skilled and professional workforce shortages in the province, Manitoba emerged as the first province to come up with its own immigration program, the Manitoba Provincial Nominee Program (MPNP). This program was developed by the Manitoba government under Canada-Manitoba Immigration Agreement and Immigration and Refugee Protection Act. All MPNP applicants who are approved by MPNP are then required to file their permanent residency with Immigration, Refugees and Citizenship Canada (IRCC). IRCC has the final authority on the PR application based on their security clearance and medical and background checks.
The MPNP has two different streams, MPNP for Skilled Workers and MPNP for Business.
MPNP for Skilled Workers: This program aims to attract skilled, trained and experienced workers to the province of Manitoba. Depending on the employers on the kind of workforce replenishment required, they nominate people who fulfill their criteria and who have the ability to establish themselves in Manitoba for a long-term with the intention to settle down in the province.
In order to apply, candidates are required to submit an Expression of Interest (EOI). Based on their EOI, MPNP sends out Letter of Advice to Apply (LAA) to qualified candidates periodically. This stream is further divided into two categories.
- Skilled workers in Manitoba: Under this category, MPNP may nominate a temporary foreign workers currently living and working permanently and full time in Manitoba. Candidates are required to show a strong connection to the province through ongoing employment, previous education, work experience and training which will be beneficial to the economy or Manitoba and to the community overall.
- Skilled workers Overseas: Candidates who are living outside Canada may be eligible to apply for MPNP under this category. Applications are accepted from candidates who can show a strong connection to the province through family support in Manitoba; previous work or education experience, or; through an invitation received by Manitoba under the Strategic Recruitment Initiative. Points are awarded based on their age, language proficiency, education, work experience and adaptability. The minimum cutoff required to qualify is 60 points.
MPNP for Business: The Manitoba Provincial Nominee Program for Business (MPNP-B) is crafted to allow qualified and experienced business owners and managers from all over the world who have the desired skills, knowledge and investment capability to buy, establish or run a business in Manitoba to apply for their provincial nomination. MPNP-B is an attractive option for businessmen all round the world who want to settle down in Manitoba permanently.
MPNP-B also works on the EOI system where qualified candidates are selected on the basis of their age, business experience, managerial experience, net worth, and language proficiency. LAA’s are issued to qualified candidates who then have 60 days to apply for MPNP. MPNP-B is divided into two sub categories.
- Business Investors: This category is for qualified business owners and investors from around the world who gave the intent and the ability to move to the province of Manitoba and establish, purchase or become partners in an existing business. MONP-B grants nomination for successful applicants and their family to live, stay, settle down and prosper in Manitoba. After obtaining a provincial nomination, they are allowed to submit their application for a permanent residency of Canada to IRCC.
- Farm Strategic Recruitment Initiative: The Farm Strategic Recruitment Initiative (FSRI) is a special rural economic initiative developed under MPNP-B for individuals with experience in farm business, or who intend to establish and operate a farm in Manitoba, or who has sufficient business capital for investment. It is expected that successful applicants of the FSRI will establish a farm business in rural Manitoba producing primary products that is consistent with the province’s current farm industry. The type of operation and investment must correlate with Provincial statistics and be relevant to Manitoba’s farm industry. The farm must be in active primary agricultural production, must be economically viable, and must not be out of production.
