Program Overview
OINP manages several immigration streams that fall into three primary categories.
- Human Capital Category: This group focuses on people who have the necessary training professional experience language skills and other traits to successfully enter and blend into Ontario’s communities and labor market.
- Employer Job Offer Category: Candidates in the Employer Job Offer Category must have a current job offer from an Ontario employer.
- Business Category: This group is for business owners in Ontario who want to launch a new venture or purchase an already existing one.
Ontario Immigration Categories
Human Capital Category
The Human Capital Category is intended for people who have the training professional background and language proficiency needed to enter the Ontario labor market.
The following streams are included in this category.
Ontario Express Entry Human Capital Priorities Stream
This stream enables the OINP to propose candidates who meet the requirements of the Express Entry pool run by Immigration Refugees and Citizenship Canada (IRCC).
Key Requirements:
Candidates must be qualified under the Canadian Experience Class (CEC) or the Federal Skilled Worker Program (FSWP) and have a current profile in the federal Express Entry system.
- Work Experience: The FSWP requires candidates to have worked full-time (or part-time equivalent) for at least a year in a National Occupational Classification (NOC) level 0 A or B occupation for at least five years.
- CEC Candidates: During the previous three years they must have worked full-time (or part-time equivalent) in a NOC 0 A or B occupation in Canada for at least one year.
- Education: A bachelor’s, master’s or doctoral degree from Canada or a report from the Educational Credential Assessment (ECA) certifying that some foreign education is on par with a Canadian degree.
- Language Proficiency: at least a level 7 in either French or English on the Canadian Language Benchmark (CLB). A minimum of 400 points is required for the Express Entry systems Comprehensive Ranking System (CRS) score.
- Eligibility to Reside: Exhibited a desire to live in Ontario.
- Settlement Funds: Evidence of having enough money to pay for Ontario settlement expenses.
Ontario Express Entry French-Speaking Skilled Worker Stream
French-speaking skilled workers with strong English language proficiency who wish to live and work permanently in Ontario may be nominated by the OINP through Ontario’s Express Entry French-Speaking Skilled Worker Stream.
Key Requirements:
Candidates must be qualified under the FSWP or CEC and have a current profile in the federal Express Entry system.
- Work Experience: During the previous five years, candidates for the FSWP must have worked continuously for at least a year in an NOC 0 A or B occupation or its equivalent in part-time work. Candidates for the CEC must have worked full-time (or part-time equivalent) in an NOC 0 A or B occupation in Canada for at least one year in the previous three years.
- Education: A bachelor’s, master’s or PhD degree from Canada or an ECA report certifying that their foreign education is on par with a Canadian degree.
- Language Proficiency: at least a CLB level 6 in English and a CLB level 7 in French.
- Intent to Reside: Exhibited a clear desire to live in Ontario.
- Settlement Funds: Evidence of having enough money to pay Ontario’s settlement expenses.
Ontario Express Entry Skilled Trades Stream
This stream enables the OINP to recommend people with prior work experience in an eligible skilled trade occupation in Ontario.
Employer Job Offer Category
International students and workers who have received a permanent job offer from an Ontario employer fall under the Employer Job Offer Category.
The following streams are included in this category.
- Foreign Workers Stream: For employees in highly qualified roles.
- Ontario International Student Stream: A stream made for recent graduates.
- In-Demand Skills Stream: Designed for workers with intermediate skill levels in particular industries like construction trucking personal support and agriculture.
Key Requirements:
- A permanent full-time job offer in Ontario.
- Experience working in a skilled field related to the job (for the Foreign Worker Stream).
- An accomplished degree or diploma from an Ontario institution that qualifies (for the International Student Stream).
- Minimum wage requirements set forth in Ontario’s labor laws.
Ontario Regional Immigration Pilot
The Ontario Regional Immigration Pilot aims to address labor shortages in Ontario by assisting in the recruitment of highly skilled immigrants to small and rural communities. OINP Employer Job Offer streams are open to foreign workers who have received a job offer in one of the pilot communities.
Business Category
This is for individuals planning to start or buy a business in Ontario.
Key Requirements:
- Should have experience of 24 months in the last 5 years.
- Total personal financial investment should be CAD 600,000 GTA and CAD 200,000 outside GTA.
- Total net worth should be CAD 800,000 GTA and CAD 400,000 outside GTA.
- Permanent, full-time jobs for residents and citizens.
- One-third stake in the company’s stock.
