Prime Minister Mark Carney has suggested that Canada’s immigration cuts may soon come to an end. In a New York Times interview reported by The Canadian Press on September 29, 2026, he said that the immigration system is now under control. He also said the next question is when Canada should allow a “controlled increase” in population.
Canada has not announced any new immigration numbers or targets yet. We will know more when the government releases its next Immigration Levels Plan, which is expected by November 1, 2026.
Current Situation
The last three immigration plans aimed to reduce the number of newcomers, especially international students and temporary workers. The current 2026–2028 plan includes:
- 380,000 permanent resident admissions a year through 2028
- 385,000 new temporary arrivals in 2026, dropping to 370,000 in 2027 and 2028
- A goal of bringing temporary residents below 5% of the population by the end of 2027
The cuts appear to be working. Canada’s population was about 41.8 million on July 1, 2026, growing by only 0.5% over the previous year. This was the slowest population growth since the mid-1940s. The number of temporary residents also dropped by more than 154,000, but they still make up 6.7% of Canada’s population.
Not Everyone Wants an Increase
The C.D. Howe Institute has recommended keeping immigration levels lower for three more years and reducing the number of temporary residents even further. The Canadian government will also need to consider the country’s worker shortages and aging population.
So, even if Canada increases the number of permanent residents it accepts, this does not necessarily mean easier rules for international students and temporary workers. The number of temporary residents is still likely to remain low.
What This Means for You
Nothing changes today, but the direction matters if you are planning a move or already here on a permit.
- Get your file ready now. Language tests, credential assessments and documents take time. If targets rise, prepared applicants move first.
- Check your Express Entry and PNP options. The new plan decides how many spots each program gets for 2027 to 2029.
- If you are already in Canada, then look at PR Recent plans have favoured moving temporary residents to permanent status over new arrivals, and that is expected to continue.
- Watch November 1. That is the deadline for the 2027-2029 plan, and it will show whether “controlled increase” means real numbers.
