This week, we have seen more skilled foreign workers invited to apply for provincial nominations by Manitoba (MPNP). Under a strategic recruitment initiative, candidates were invited based on their work experience in high-demand jobs according to the Manitoba labour market requirement.
The Results of Provincial Immigration
The Manitoba Provincial Nominee Program (MPNP) released a draw for the Skilled Worker Overseas stream on April 3, 2025. Through a strategic recruitment initiative, the MPNP program directly invited these targeted candidates. In this draw, the number of Letters of Advice to Apply (LAAs) was four. 721 was the lowest ranked score for the invited candidate. Among those who were awarded LAAs in this draw, nobody reported having a valid job seeker validation code or an Express Entry profile number.
Manitoba’s Strategic Recruitment Efforts
Recruiting skilled foreign workers helps employers address labour shortages with the help of MPNP’s strategic recruitment initiatives. Employers in Manitoba who can show a continuous and urgent need for skilled workers that cannot be satisfied by the local labour market are the target of these programs.
Employers who wish to participate must first fulfill the qualification criteria for the positions they are recruiting for and finish the ABC Recruitment Process. The application process for a Labour Market Impact Assessment (LMIA) is comparable to this one.
After being accepted, employers can find and upload the profiles of foreign applicants who fit the requirements of the MPNP program. Moreover, candidates who are assigned to these programs must have a full-time, permanent or long-term job offer in hand and show that they are able and willing to settle in Manitoba.
Candidates also need to fulfill the following prerequisites.
- Be between the ages of 21 and 45, though an employer may order an exception.
- If mandated by their employer or profession, they have finished their post-secondary education. Alternatively, some pilots might agree to on-the-job training.
- Have at least two years of relevant work experience from full-time employment during the previous five years.
- Language requirements:
- Canadian Language Benchmark (CLB) level 5 is required in all skill areas for candidates in TEER 0–3 occupations.
- TEER 4–5 occupations require candidates to have a minimum CLB level 4 in all skill areas.
Those candidates who do not live inside the Winnipeg Metropolitan Area are prioritised. Moreover, applicants with close connections to different provinces/regions (e.g, prior employment or schooling) could be rejected since they pose a retention risk.
- The National Occupation Classification (NOC) training education experience and responsibility (TEER) scale is referred to as TEER. Through the evaluation of four criteria, the TEER scale calculates the level of skill needed for a given occupation in accordance with the scale.
- The most skilled jobs are those in managerial positions, and TEER 0 occupations are among them.
- A higher education degree is typically required for TEER 1 occupations, while TEER 5 occupations require less training. TEER 1 to TEER 5 refer to other skilled occupations.
